The dedicated blacklist file is GameData\Config\blacklist.txt , or ingame you can use  /adm black <login>
Btw, on TMN he will be able to create another account, and it played only 2 maps, so probably an account created just for testing a cheat

I removed his 2 records from database.

I eard about some cheat on TMU, but not TMN. Sad thing     Hopefully one of the TM Forever features should be anti-cheat.
