That's more likely a fluke than a cheat.
However, I did find three probably cheated entries at the beginning of his record history:

Well, that map sucks, so what do you expect?   It's not even on TMX.
But the times for sectors 7-11 seem impossible indeed in comparison to the other records. Deleted, thanks.

That second CP is about the only somewhat suspect entry I see in all his top-5 records, so I'm not convinced this login is a cheater.
