The blacklist should be updated by Xymph soon (it seems that he is away one week, and only him can change the blacklist, so probably few days without playing on servers which use Xymph's blacklist...)

Servers never automatically remove logins from their local blacklists that are dropped from the global one. That's up to the individual admins.

Being banned on Dedimania means only that you records won't be stored on Dedimania, and also that you can't connect on the servers which use Xymph's black list. Except that you can still play the game and connect on many servers.

Hello, my account has been hacked by someone (he changes my name to hacked by... and uses a cheat on it). So i askes nadeo to help me and they answered i have to contact you ^^'. But there is a problem, I think the hacker can always go to my account because we can't change the password... i just hope he won't. Can you unban me? login: maximeukj

Sure. Xymph answer was very complete, your account is your responsibility.
Unless if using a very leak password, i don't see how your account can be hacked without getting access to at least your profile file on your computer (or a computer of a friend on which you copied it or create a new profile file on). In both case you were not enough careful.
Also, there is no way to differentiate complaints from a victim than from a cheater writing a once upon a time story, so no exception is possible.

There is no replay saved in TMU/TMF, he was probably seen having unreal sectors on certain tracks with no potential for an alternative route or specific tricks, and even so Xymph doesn't apply a ban if it's only on 1 track.
I guess you might want to ask your friend some questions aswell.
